Pakistan’s export sector faces significant obstacles, ranging from low diversification, low productivity, and governance inefficiencies. This research study presents an ongoing, comprehensive reform plan to transform the EDF into a proactive enabler of Pakistan’s export sector. It outlines the key sectoral interventions that can frame EDF as a dynamic institution, and align its macroeconomic and policy frameworks for achieving sector-specific targets. The study leverages an evaluation of EDF’s operational and financial performance, organisational structure, and management practices. It integrates market insights, global best practices, and stakeholder consultations to present a holistic strategy and implementation roadmap for transforming EDF into a state-of-the-art funding institution.
